A large number of errors are due to the fact that reporting in the SZV-M form is provided for the first time, and, often, in the 1C program some mandatory fields necessary for the correct submission of reports were previously left blank.

Which SZV-M report file name meets the requirements of the Pension Fund of Russia?

Common mistakes.

The file name is not filled in or filled in incorrectly. The PFR authority code is not filled in or filled in incorrectly.

Brief information about the SZV-M report.

We remind you that starting from the 2nd quarter of 2016, organizations must submit a new type of report to the Pension Fund of the Russian Federation on insured persons with whom, in the reporting month, the organization entered into, operated or terminated employment contracts, civil contracts, etc.

The form must be submitted for the first time for April 2016.

If the organization had in the reporting period 25 or more employees, form provided mandatory in electronic form.

Purpose and legal regulation of electronic document management with the Pension Fund of Russia

The unified system of secure electronic document flow via telecommunication channels (hereinafter referred to as EDMS) is designed to organize secure legally significant electronic document flow between policyholders and the Pension Fund of Russia.

The essence of the system is that information about the insured persons, calculations of insurance premiums and other data submitted by the policyholder to the Pension Fund of the Russian Federation are sent to the territorial body of the Pension Fund of the Russian Federation in electronic form via communication channels; in the same way, a receipt for the delivery of the document and a control protocol are received from the Pension Fund of the Russian Federation. If there is information about errors in the monitoring protocol, the procedure is repeated after the errors are eliminated.

To ensure the confidentiality of transmitted information, documents are encrypted using specialized cryptographic software.

To ensure the reliability of the transmitted information, each document is signed with an electronic digital signature (EDS) by the head of the organization.

Among the many undoubted advantages of using EDS by policyholders compared to the traditional reporting procedure, one can be highlighted: the accountant does not need to personally appear at the territorial office of the Pension Fund of the Russian Federation, reporting can be sent from the accountant’s workplace on any day, at any time of the day.

EDMS was organized in accordance with the order of the Board of the Pension Fund of the Russian Federation dated October 11, 2007 No. 190 “On the introduction of secure electronic document management in the individual (personalized) accounting system for the purposes of compulsory pension insurance” (hereinafter referred to as the Order) in the territorial bodies of the Pension Fund of the Russian Federation.

The order also approved documents regulating the operating procedure of the EDMS:

  • Technology for exchanging documents for individual (personalized) accounting of insurance premiums via telecommunication channels in the electronic document management system of the Pension Fund of the Russian Federation;
  • Regulations for the exchange of documents for individual (personalized) accounting of insurance premiums via telecommunication channels in the electronic document management system of the Pension Fund of the Russian Federation with external organizations;
  • Protocol for the exchange of documents for individual (personalized) accounting of insurance premiums via telecommunication channels in the electronic document management system of the Pension Fund of the Russian Federation;
  • Regulations on ensuring information security during the secure exchange of electronic documents in the electronic document management system of the Pension Fund of the Russian Federation via telecommunication channels.

In addition to the insurer itself and the territorial body of the PFR, the participants in the PFR Secure Electronic Document Management System via telecommunication channels are: Certification Center - an organizational and technical complex that carries out the target functions of the Certification Center in accordance with Federal Law No. 1-FZ of January 10, 2002 "On Electronic Digital signatures", providing services for the supply and maintenance of cryptographic software and transport server support and having a trusting relationship with the Pension Fund CA or telecom operator; PFR Certification Center.

Necessary conditions for using electronic document management with the Pension Fund of Russia

In order for an enterprise to be able to use an electronic document management system, it is necessary to have a technically equipped workplace from which information will be exchanged with the Pension Fund of Russia, in particular:

  • Internet access;
  • software for preparing and sending reports;
  • antivirus software ( optional condition);
  • cryptographic software compatible with the FIU used.

To use an electronic digital signature, you must also have an electronic digital signature key certificate from the head of the organization. Signature key certificate is a document on paper or an electronic document that is issued by a certification center to a participant in an information system to confirm the authenticity of an electronic digital signature and identify the owner of the signature key certificate.

The question of the possibility and procedure for submitting information in electronic form is decided by the territorial body of the Pension Fund of the Russian Federation together with a specific policyholder and is drawn up in the “Agreement on the exchange of electronic documents in the electronic document management system.”

Electronic document management procedure

When submitting individual information, the policyholder follows the following procedure:

  1. Generates files with information about insured persons and other necessary information for sending to the Pension Fund of Russia.
  2. Checks the correctness of report preparation and corrects errors if necessary.
  3. Signs information about the insured persons with his digital signature and sends it in encrypted form to the Pension Fund of Russia. In this case, the sent information is considered to be submitted on time if the date of its receipt by the territorial body of the Pension Fund of the Russian Federation is no later than the deadline established by the current legislation of the Russian Federation.
  4. Within two working days from the moment the document is sent, the policyholder receives a receipt of its delivery to the Pension Fund of Russia and keeps it.
  5. Within four working days from the date of sending the information, he receives, in encrypted form, a protocol for monitoring the information contained in the files transferred to the Pension Fund of Russia (DAM calculations, personalized accounting data, etc.), signed with the digital signature of the Pension Fund of the Russian Federation.
  6. Sends to the Pension Fund of Russia a receipt for the delivery of the control protocol, signed with the policyholder’s digital signature, which confirms receipt of the protocol. The policyholder stores the control protocol in his archive.
  7. If the protocol contains information that the information submitted to the Pension Fund did not pass control, then the policyholder eliminates the errors indicated in the protocol and repeats the entire procedure for submitting information.
  8. If the policyholder has not received a receipt for the delivery of information or a protocol for monitoring information from the Pension Fund of Russia within the established time, he informs the Pension Fund of this fact, finds out the reason for the absence of a receipt and, if necessary, repeats the procedure for submitting information.
  9. In the event of technical failures on the side of the Pension Fund of Russia, the policyholder receives a corresponding message through his telecom operator.

Using "1C: Salaries and HR 8"

The program "1C: Salaries and Personnel Management 8" (ZUP), starting from version 2.5.26, is equipped with a mechanism for exchanging documents in electronic form between policyholders and Pension Fund bodies.

In order to take advantage of the opportunity for information interaction with the Pension Fund of the Russian Federation in the ZUP, the licensed cryptographic information protection tool CryptoPro CSP version 3.0 or higher must be installed on the user’s computer. Also, the following must be registered in the system storage of digital certificates of the operating system:

  • EDS key certificate of the head of the organization;
  • certificate of the certification authority and a list of revoked certificates, regularly updated according to data from the certification authority;
  • public key signature certificate of the Pension Fund branch.

The 1C:Enterprise user must receive the public key signature certificate of the Pension Fund branch and the list of revoked certificates from the certification center when registering him as a participant in electronic document flow via telecommunication channels.

Configuration setup

For correct operation of electronic exchange, certain settings must be specified in the ZUP program. In particular, information about the PFR branch with which it is intended to exchange data must be entered. A specialized directory is intended for entering and storing such information. It is also necessary to specify information about the mail server on which the policyholder has established accounts for the purpose of exchange with this supervisory authority. This information is provided to the policyholder upon registration as a subscriber of the information interaction system with the Pension Fund of Russia via communication channels. Server information is stored in the directory Document flow servers. Here you can specify the email address to which messages will be sent to the Pension Fund.

  • postal address - the policyholder's email address on the Pension Fund of Russia server;
  • access parameters to the mail server of the Pension Fund of Russia, through which it is planned to organize the exchange;
  • digital certificate of the manager, selected from the list of certificates registered in the system storage of personal certificates;
  • digital certificate of the responsible party, which must be used for encryption purposes. The responsible person whose certificate will be used for encryption is separately indicated when receiving the digital signature from the certification center.

For each policyholder account, you can set an automatic exchange interval - this is the period of time after which the program will deliver new messages and send messages ready for sending.

Additional account settings allow you to adjust the exchange procedure in such a way as to carry out the required regulations for the exchange of all types of documents fully automatically, without user participation. At the same time, it is possible to manually generate confirmations for incoming messages and manually encrypt and decrypt messages.

The account form has a button to check the specified settings. By clicking this button, the program will try to connect to an active mail server with the specified parameters, and will also check the correctness of filling in the details critical for document flow, the authenticity of the certificates of the responsible persons of the organization, the mail server and the Pension Fund of the Russian Federation.

Now, each organization of the enterprise on whose behalf information is submitted to the Pension Fund must be linked to one of the configured accounts. Sending data to the Pension Fund

Two types of reporting are submitted to the Pension Fund of the Russian Federation to policyholders: reports on the calculation of insurance premiums RSV-1, RSV-2, RV-3 and reporting on personalized accounting. In the ZUP program, the procedure for preparing reports has not changed and, as before, work with reports on the calculation of insurance premiums is carried out from the form , and personalized accounting data is collected using specialized program documents*.

When working with Pension Fund reports or documents for an organization for which an electronic document management account is specified, the user will immediately see additional, new fields on forms and commands on the top command panel - tools of the new electronic document management mechanism (see Fig. 1).

The principle of sending data to the Pension Fund of Russia is the same for reports and program documents. The only caveat: after the generation of the report (RSV-1, RSV-2, RV-3) is completed, the user sets the Prepared status in the report form. There is no need to set this flag for a document - the program considers the document ready for sending if it is posted.

To send a prepared report or document to the Pension Fund of Russia branch, you must click the Send button in the top command bar of the form and select Send. In this case, the program will perform the necessary actions to generate an electronic message containing the data of the report or document. During the process of generation, the electronic presentation of the report or document will be signed with the digital signature of the manager. After successful sending, a corresponding message will appear in the information panel of the report or document. The report status will change to Sent.

Monitoring the implementation of document flow regulations when submitting calculations for insurance premiums

As already mentioned, the exchange of data with the Pension Fund of Russia is not limited to sending a message. After the message has been sent, you must receive a delivery receipt from the Pension Fund of Russia, a protocol with the results of checking the report, and send a receipt of receipt of the protocol to the Pension Fund of Russia. ZUP allows you to carry out all these actions automatically, but provides the user with accessible and visual means to control the exchange process.

You can monitor the passage of an electronic document through all stages of document flow required by regulations directly in the Regulated and financial reporting form. If necessary, an email form can be opened, in which you can see exactly what problems arose during the exchange process and immediately make the necessary adjustments. To obtain detailed information about the passage of electronic documents through the necessary stages of the exchange cycle, the exchange cycle form is intended.

In the form of an exchange cycle you can:

  • see and, if necessary, open for editing information about the subjects of correspondence;
  • go to the original calculation of insurance premiums;
  • obtain general information about the state of the cycle;
  • view information about sent and received messages, their statuses, time of receipt (formation);
  • open any electronic document from the exchange cycle and view its contents;
  • if any errors occur in the exchange cycle, take measures to eliminate them.

Monitoring compliance with regulations when submitting personalized reports

Monitoring the implementation of electronic document management regulations when submitting personalized accounting reports to the Pension Fund is carried out in a specialized exchange journal. You can open the exchange log corresponding to a specific report with personalized accounting data by clicking the button in the top command panel of the form of the corresponding personalized accounting document Dispatch and selecting the item Show submissions.

Exchange of informal documents with the Pension Fund of Russia

Along with submitting reports to the Pension Fund of Russia via telecommunication channels, the programs of the 1C:Enterprise 8 system implement the ability to exchange non-formalized documents with Pension Fund branches - documents for which the Pension Fund has not approved an electronic submission format.

Such documents can be text documents, files in Microsoft Word (*.doc, *.rtf) and Microsoft Excel format.

In contrast to reporting, the exchange of unformalized documents can be two-way: unformalized documents can be sent both at the initiative of the Pension Fund of Russia branch and at the initiative of the policyholder.

Retroconversion

Retroconversion - conversion of paper archives of the Pension Fund of Russia into electronic form. As a rule, work within the framework of retroconversion is negotiated with the policyholder when he connects to the reporting system to the Pension Fund of Russia in electronic form via communication channels and is enshrined in the Additional Agreement on work within the framework of retroconversion to the Agreement on the exchange of electronic documents in the electronic document management system of the Pension Fund of Russia. To maintain legal significance, information downloaded from the personalized accounting database, previously submitted by the policyholder on paper, must be certified by the policyholder’s electronic signature. The procedure is that an incoming informal message with the subject is received from the Pension Fund of Russia branch Retroconversion.

Attachments to the retroconversion letter represent personalized accounting information previously submitted by the policyholder in paper or electronic form.

The information transferred from the Pension Fund must be checked - in fact, it will have to be verified with electronic or paper archives that store copies of the information submitted to the Pension Fund.

After the information has been verified, it is necessary to respond to the incoming informal message from the Pension Fund regarding retroconversion. To do this, use a specialized form for requesting parameters for a response to a letter regarding retroconversion.

The form contains a list of all investments received from the Pension Fund of the Russian Federation with the opportunity for each investment to indicate whether the policyholder confirms its data or rejects it.

After processing all attachments, an outgoing informal message is generated to the Pension Fund of the Russian Federation, containing all attachments received in the original message, and only those for which the confirmation flags are set in the form of setting the parameters for the response to the retroconversion letter will be signed with electronic digital signatures.
